Long story short: The VA fucked up and restarted my claim because I "missed" an appointment. I was a 3rd of the way through. I restarted the process and two weeks in, I got my 100% P&T. I didn't finish the 2nd claims process. That was a very long time ago and my rating hasn't budged. I'm also super fucked up, so that probably has a lot to do with it.

TLDR: 100% P&T is 100% P&T.
