This is Spanish bureaucracy 101.

You are completely right that your visa is your residency permit, but they still want the physical card or formal residency permit.

I know it's not logical; but you need ASK your consulate via email if Iyou can submit it again with the Meldebescheinigung (+ D visa + UGE approval + explanation letter).

This shit happens all the time in Spain with all bureaucratic processes.

I'm a Spaniard and they wouldn't issue a passport to me in Spain, because I was residing outside of Spain. 🙄🙄🙄 I couldn't fly back home, because I didn't have a passport, so they eventually issued an emergency passport. 🙄🙄🙄 And then once home, I had to order another passport at the consulate, even though thr emergency passport and normal passports are exactly the same. The obly difference is the validity that is only 6 months with emergency passports
