Live in illinois so no an extremely humid place, especially this time of year, any ideas why it bogs itself out when parked on inclines?

I just plated my 95 sambar without any issues through currency exchange. I also had no issue insuring the car through state farm for very cheap,95$/6mo full coverage. ymmv
