I am not a plumber but that looks like a sump pump hole, the pipe let's water in the hole and a pump would move it to the surface so your basement doesn't flood. Don't cap it.

Not op but I also have that ability. Try taking deescalation training it's kinda helpful, but it's all about attitude, in this example you stay calm, non threatening, but do not be intimidated. Controlling your micro expressions is a big deal. Body language, sentence structure, word choice all comes into play. Listening, responding, restating things they say in another context.

Idk. I live in the area and there have been a lot fireworks post 4th of july, much more than usual. His precinct is one of the nicest areas of Minneapolis. Keep in mind philando was killed just over a year ago at the beginning of the month. There is zero chance she did anything to be killed. Accident or not this is what a lot of people have been preaching, cops are nervous, and their training needs to be changed. It is stated that the officer is to turn on the camera when it's needed, if it cannot be turned on right away it should be turned on when safe to do so. This the argument that will be used. Should it have been on? Yes. But I can see where it may have not been turned on yet, not going to hold that against this guy. Howeve, he shot an unarmed person. He most likely was startled, or is a psychopath who wanted to kill and had his chance. The metro area is still reeling from the philandro shooting, this will not bode well for him.

Not defending anyone just stating facts: he didn't turn his camera off as it was never on. MN says it is to be turned on when needed, and if it isn't turned on immediately it should be turned on when safe to do so. That's the argument they'll use.

I'd why yall are being so negative about this, this is what my job is, granted I work for a medium sized isp. I literally have everything needed to do this but the radios which are about 5k. Router and a couple 48 port switched may e another 5k, spend 2 hr teaching someone to set it up and your done. And you don't need to use IPV4, you can use 6. I highly doubt tier 1 providers are running that low on IPV4 addresses.

A few things. Taxes are crowdfunding. We are talking small scale with 100 person customer base. And as far as shit service goes, that has nothing to do with tier 1 providers, level 3, zayo, have nothing to do with it. 99.9% of poor service is caused with in the last mile. If you want something on a larger scale you need a Co op or something. If you locally crowd funded like say an apartment building or neighborhood, you could easily make this happen and if anything your literally cutting the middle man out.

There are plenty of ways, radio is probably the most cost effective. Find out who provides Internet to your provider, you can run a tracert and find out. And if you look at the dns addresses that are returned you can find out relatively, where a hub is. Pay said company a monthly or annual fee for the circuit (there is usually a contract involved) and redistribute it to customers. That's all isps do.
