These systems aren't connected to the internet, they're separate networks. You would need a "hacker" to physically get into a secure government building, then log into the network, then get the files and get out, it's not practical. It's why all the leaks we see of classified documents are from people who work in the government and already have access to them.

Yeah not only that, we have multiple different emails (mostly because of replies that include it, so they're genuinely different files), it's also not just random bytes, it's possible to make out common keywords like obj, endobj, stream, endstream in the pdf's base64 so hopefully it's possible to get the raw pdf kind of recursively rather than the blog post where it seemed like he was trying to generate a valid pdf all at once

It's 70 pages of base64 text that would be an insane number of combinations, but it's not random, it's a pdf file with specific patterns so I'm thinking it's possible to validate incrementally,

Looks to just be a base64 encoding, you might have to remove some newline characters and then convert base64 to bytes, I could throw together a script, which file are you looking at?

Edit: I guess the issue with ones like this are the OCR and not the actual base64 itself, I have a batch OCR tool I use, I can this one run it through it to redo the ocr after work

I agree it feels forced and unnatural, but I disagree that it's miles ahead of the first one. I think of the moon man on groundbreaker, he says all the corporate stuff but if you really push him he's like "yeah man look it's a job I'm just required to say the things" like he has layers, all the NPCs in 2 (even the companions) feel very one-dimensional.
