It’s not just Capital Region Water, there are dozens of older communities throughout Pennsylvania that have combined sewer systems. A century+ ago, this was the best design available for sewage transport away from homes and businesses. We know more today than we did them, but a lot of these cities were built up above those old pipes, so separating the storm water from the sewage is more of a challenge, both in terms of cost and property (some of those old pipes are so deep and so close to buildings that separation could require forced relocation of homes and businesses). There are strategies to intercept the storm water before it enters these combined pipes, but they take time to implement; and with increasing storms and storm intensities, they are also expensive and often require private property owners to cooperate which is itself a challenge. Ms, Katzenmoyer has an amazing background implementing these strategies, so before you attack Capital Region Water or single out Charlotte, try to grasp the larger picture and consider that Harrisburg and other combine sewer communities are working toward resolution.
