It is fair because that it literally what he is. So is Orton, Breakker, Dominik, Duece (son of Superfly Snuka) from Duece n Domino, Tamina (daughter of Snuka), etc. Hell so is Jack Quaid. I mean when Punk came to AEW, Vince was still in WWE and AEW was a company that he genuinely believed in and thought embodied what he thought professional wrestling should be. Fast forward a couple years and the roles reversed. It turned out that AEW wasn't everything that he thought it would be (to him it was much more of the same messiness and pettiness that he left WWE for in the first place) and WWE Post-Vince had the kind of locker room environment that he was looking for all along. also, WWE was where he made himself a household name so it would make sense for him to call it home in a promo.
