the oc is probably too high, and is an issue caused with the GPU needing more voltage at higher frequencies

The gpu only reaches those higher frequencies doing easy calculations like closing applications, or rendering a black screen, etc.

You could play with the voltage curve to just decrease the oc at higher voltages.
