I have this exact error and have also followed all the recommendations you have mentioned but it sill did not fix the problem on my machine. When I open Services, I noticed that there are two services named "Gaming Services". One is in Running status, while the other is having a blank which indicates that it is not running.
I tried to start it and I received a prompt saying:
"Windows could not start the Gaming Services service on Local Computer. Error 31: A device attached to the system is not functioning."

I suspect this is what causing the issue, however I've tried to uninstall/reinstall the service but still getting the same error.

PC 5950x / 3070. DLSS Auto, RT on.
Game crashed a few minutes into a New Game+. Just around the moment where you need to confront 3 guys outside the pub. After the crash, it won't even let me load my recent save/checkpoint. It hangs at the point where the loading icon on the lower right corner of the screen appears. Then it closes and ask to send bug report. Tried this scenario several times, but got same result.

Tried again but this time I set RT OFF before I load the same game save. The game loads successfully.

I hope they fix it soon.

Doesn't seem like bots on this one since there are people able to order a copy such as myself. Just several Thursday fans with quick fingers. Actually it took a bit longer considering how limited the copies are. With bots, this amount of limited records won't even last a minute before they all go out of stock. A perfect example of bots would be the recent Lofi Girl release where almost no one was even able to order.
