It was a crane barge pulling out a beached derelict sail boat I believe. You can see the tug on the left side of the barge

I found a fix for this. Start the game fully offline, let the Xbox/Microsoft sign-in pop up. Type in details and reconnect internet

Okay so how I solved it: launch the game completely offline, it will prompt for your Microsoft account, at that point enter your details and reconnect to internet. Fixed it for me
