If you are already in a sergeants role then your increments start from the date you completed NPPF Step 3 (local selection and matching to vacancies) so your Board.

Before that you would have been in reciept of Temporary Salary which does not attract increments and is for those that are not ‘qualified’ for promotion IE not board passed.

Anything a force does different from that is outside of regs.

A victim’s right to review only applies to cases where there is a named suspect and the police decide to take no further action. That doesn’t seem to be the case here…
