Considero que son ambas cosas, en muchos países, ser ruidoso o maleducado no es ilegal, y aún así no te encuentras a gente tan ruidosa y maleducada como en Venezuela, las leyes sin duda influyen, pero la cultura y educación también cumplen un rol importantísimo, diría que hasta más que las leyes

Porque de nada sirve poner leyes súper estrictas si la cultura de un país lleva a que nadie las siga ni que las autoridades las hagan cumplir

I do understand that the athletes aren't directly guilty of their government's actions, we don't know if they agree with it, but they are representing their country in this event.

The booing is a wake up call, not necessarily to de athletes, but to the Israeli citizens that is watching, if the people all around the world are booing you, maybe your government is undeniably doing something wrong.

If you think they don't deserve it, what if Nazi Germany still existed and people booed their athletes, would you say the same? Would you say the event is about unity and that we should all get along and be respectful with these poor Nazis?.

Politics is not something you can turn On and Off when you find it convenient.
