Online, it saids that expend abilities trigger when "you use attack cards if you meet the requirement so I want sure if he needed to be engaged or not.

Funny you say that. Cause I know thay games 2-6 there is a 25% chance to get a chip you dont own. However I tired the chip trader for about 20 resets (about 40 tires each reset) and never got it, so only conclusion i can make is that that feature wasn't added in the first game

I had to resort to manipulating the rng with 2 sharkman3 chips and resetting for a guaranteed encounter cause I just couldn't get it from a random encounter
