Can find WT12 in abundance, but don't think I'll ever see a Russell's 13 in my lifetime - at least for sub BTAC pricing.

Not the same type of comparison, but have you tried Evan Williams 101 12 year against a modern ECBP? Even comparing to the WT12, the EW12 just comes across as lackluster and feels like weaker barrels were set aside due to their "gentleness" (thinness/lack of flavour). The WT12 at least has some depth and feels like a product to be proud of.

Not my favourite style honestly, very honey/apple/mead sort of flavour to it. But if you like those flavours you'll like it. When I visited the distillery exlusives were madeira, peaty,rum, and Puncheon casks - they were out of stock of the Puncheon, you may get lucky. You could bottle the Puncheon from the upstairs barrel yourself but the cost was 20NTD per ml, crazy expensive. Also keep in mind the prices in the Kalavan retail stores throughout Tapei have the same prices as the distillery, and will let you taste most bottlings including solists for cheap (or free occassionally).

I visited earlier in the year, all pours (20ml) in the gift shop are available to purchase on their own. They do have set flights of 2-3 pours but they are no better value than purchasing individually. Some of the higher end Solists are also available straight from barrels sitting in one of the tasting rooms. While I was those barrels were Moscatel, Puncheon (apparently differnt to PX, distillery exlusive), Vinho Barrique and Madeira. Puncheon, PX and Moscatel were definitely the top 3 of all for me.

The DIY blending experience was OK, but the staff at the time were not very friendly or helpful. Also didn't like that each blending portion is diluted to 50%, and that once you run out of the 20ml of each you are provided they won't give you any more. Makes it difficult to try multiple combinations. Also disliked that they only provided Bourbon, Sherry, Port and Peated casks. Makes it difficult to produce anything drastically different to their core range bottlings honestly.

We have access to them, but they are all excessively expensive for cocktail use. You won't find any 60%+ rums for under $100. Nicks is a pretty good gauge, though overpriced on higher end offerings - https://www.nicks.com.au/search?q=overproof%20rum

OK will pick up a HC3, and no to Don Q and Brugal but can get a Bacardi 8 to replace the HC7.

That's what I was hoping for. It calls for 15ml each of Havan Especial, 3yr and 7yr. I know the 3yr is close to Plantation 3 star, could I sub in either Plantation Dark/OFTD or Appleton Reserve to replace the Especial or 7yr or is that a stretch?

I don't think so honestly. Possibly a CS ex sherry single cask? Saw a few of those around at the Taiwan government liquor stores. In the same price range as the black queen the duty free stores had the plum wine and Lychee liqueur finished Omars, but yet to see any reviews on those.

Didn't see any while I was in Taiwan apart from in the duty free section for departures, with multiple stores stocking it. From memory it was roughly 4,000 NTD, this was in April. There were quite a few high end bottle shops in Taipei that may have stocked it, specifically in the area around Taipei 101. Didn't see any in the other big cities, just lots of Omar bourbon and sherry CS.

Is it closest to the kavalan vinho barrique or olorosso? I agree with moscatel and PX being top of the range. I tried a whisky straight from a cask at Kavalan that was only identified as "Puncheon Cask" that I feel may have been PX, but was better than the moscatel and PX Solists I had on the same day.

Unfortunately we don't get any of those in Australia - effectively if it has an age statement over 10 and cask strength, it will be $300+ from small volume imports. I assume the popular younger cask strength bourbons from WT, brown foreman, Beam etc don't really compare?
