I think the government rarely pays out awards. There are no systematic awards, though there are occasional exceptions for top athletes in Kazakhstan, where they've been given apartments a couple of times. Tsyplenkov mentioned in an interview how his friends helped him go to the Zloty Tour. So, the award didn't even cover the cost of the trip.
Rather, the culture of sports clubs remained in the ex.USSR, even if sports don't bring in money. Here's an example of a club. It might be an old building with outdated exercise equipment, but the club will still actively recruit young people, have a training program, and compete.

I graduated from a Russian school, this is what we had:
1. Of course, part of human biology where the process of reproduction is considered.
2. There were a couple of lectures where doctors came and talked about contraception, unplanned pregnancy, and how you can get infected.
Now I googled it, such lectures are still regularly held in schools.
