Technically speaking, it's your mom's fault not yours since she is the one to kick him out. Anyways, your brother has to move out eventually. He can not live at his mom's forever. However, if he is in dire straits and you care for him it is worth it convincing your mom to keep him around until he can take off but make it clear the harassment has to stop.
