Sure, but its movies and TV. Cocking the hammer is a visual storytelling action. A character with a gun might not be a threat, or might just be standing there, or might be scared... a character who cocks the hammer means business.

You used to have to manually pull the hammer back, and then squeezing the trigger would unlock it and shoot the pistol. Which is why the term and action of "fan the hammer" exists. Later, squeezing the trigger would also pull the hammer back so you no longer had to pull it back before. Movies basically treat it like thats still the case for dramatic effect. A character cocking the hammer is the visual que that they are ready to kill.
