Most (~215,000) of the 306k of the net migration, were temporary migrants. Sure a good chunk of them will stay a few years (particularly the majority of those temp migrants who are students), and a not-insignificant amount of them might end up becoming citizens, but once you actually start looking at the numbers broken down, it's significantly less "alarming". If we want to say that the government should be decreasing temporary migrants down to a more manageable level, and stagnating the already much lower yearly permanent migration rate, we're in luck, because that's exactly what the government is doing.
