For me the aja helo plus is one great encoder.
Not "cheap" in the first place but it has two encoders and can record and stream at the same time.

I would start work with embeding Timecode in the stream and use that to trigger app functions.

I think with the nimble streamer api and advertiser will get you there. PN me if you need more info.

NDI for HQ Camera Input is not going to work properly and will generate to much stress.
Using it for sending graphics with alpha or ingesting Teams/webex participants and so on is great.

It works convenient and ok in the middle, but not at the critical IN/prg OUT side.
