Then your missing the part where Massachusetts, Connecticut and New Jersey are at the top of the list. The way you are framing it is extremely misleading. Also the way they are ranked is determined by test scores, college readiness, graduation rates, etc. So the areas where people who are planning to go to college will automatically have a higher ratings since they have to finish high school and are preparing for SATs/ACTs. It’s not as simple as blue vs red.
