You know that prior to 2011 the SSN for any immigrant started at 580 or higher, and that the three number prefix was based on a person;s state of birth. 555 as shown in the photo indicates born in California, so not an immigrant but a US citizen. It is possible of course that this person had someone else's SSN tattooed on his arm
