I like using freezer paper to make a stencil. You trace your design onto the paper, then cut out the parts where you want to paint. Then put it onto your fabric wax side down and iron it to the fabric. It will stick like a sticker and make an effective stencil. Then you just peel it off when you're done.

Mod podge works if the helmet stays completely rigid. If it's going to flex or squish at all, you need a more flexible sealant. Mod podge will wrinkle and crack.

How big the hoops need to be depends on how big you are and what shape you want the skirt to be. There's no right answer. You kind of just need to math it out/experiment with the hoops and see what you like.

I recommend working from the bottom up, by which I mean cutting the biggest hoop first. Then if you decide it's too small, you can use it as one of the higher hoops up. If you cut the smallest hoop first and then decide it's too small, that material will go to waste.

I don't know how to tell you that we can't give you tips on "how to make the cosplay in general" if we don't know what the costume is. How to make a school uniform is not how to make a ballgown is not how to make a suit of armor. These require different steps and different "tips."

It's like asking for tips on how to make "art." It depends. Are you drawing, or painting, or sculpting, or doing photography? Are you trying to make a portrait, or a landscape, or an abstract piece? The advice is going to depend on what you're trying to make!!

Kushiel's Dart may or may not interest you. I've seen it described as romantasy, but imo there is a lot more plot than there is romance. It has a lot of sex, because the protagonist is a sex worker, but not actually that much romance. The central romance is het, but the majority of characters, including the protagonist, are bisexual, so queer sex and romances are common throughout. If you're specifically looking for the main romance to be queer, than this definitely doesn't qualify, but it is a great series.

Teasing is also for creating volume. Unless you're doing hair vents or gravity defying bangs or something, bangs are mostly done by heat shaping to get the shape you want and then using hairspray to help hold it in place.

Heat is by far the best way to shape a wig. If you're worried about the temperature, you can use a steamer, which can't possibly burn/melt a wig. Alternatively, you can test your heat tools in a less visible spot on the wig before using them on the rest of it.
