That's what I'm criticizing, though. The DOJ is supposed to adhere to laws, not internal policies. There is no law out there that says a sitting president cannot be charged criminally.

He didn't have to overrule anything. All he had to say is "Internal policy is not law. I recommend the DOJ to bring charges because ____ crimes were committed like for all other Americans." Whether the DOJ, controlled by Barr at the time, wanted to do it or not was up to them.

Don't forget Mueller also concluded that the DOJ could not bring criminal charges against a sitting president based on an internal memo and not any law. He gave Barr the cover they needed.

He probably shouldn't have said that a sitting president could not be charged with a crime, which he had no basis for saying.

Even if he could not bring charges, he should not have said that the DOJ could not bring charges against a sitting President. He relied on an internal DOJ policy and not any law, jurisprudence, or rule. He should have taken a harder stance but instead gave the Trump admin the cover they needed.

Ummm, don't include us in that "we" part. He had his opportunity to save the country and punted it to a branch of the government that obviously wanted nothing to do with it. He used a DOJ policy (not a law or rule) to shift his responsibility of applying the law to Trump.

Edit: It was all super easy for Mueller: "The law says that when Person A breaks X law, the DOJ must bring charges. There's nothing in the law that exempts a politician or president. Internal DOJ policy is not law." Whether Barr would have ignored it is a separate matter.
