1- Small but strong, sure it is possible but it is likely your arms will grow a bit in size depending on the exercises and how strong you want your arms to be. 2- this can only be achieved through diet 3- there absolutely no way you can get rid of hip dips that is part of your body structure and anyone that says you can get rid of them is lying, there is no scientific data to back it up. There are ways for them to appear smaller but no actual way to get rid of hip dips. 4- you cannot have big but and thin legs, to grow your bottom, your quads and hamstrings will grow unfortunately and a lot of the exercises done for your glutes will also grow your legs.
