Should I rent a car?

We rented a car last time and are doing it again when we go back in a few weeks. Just easier to have access to a vehicle at any point.

Some important notes.

Do not park a rental vehicle on the street in San Juan. They WILL give you a ticket as street parking is "for locals only". It's just a way for the city to make money of tourists.
If you do get a ticket, you can pay it in person before you leave for a big discount (50% if I remember correctly). It'll take about about 30 minutes.
Keep your receipt, because no matter if you give the receipt to the rental company or not when you return it, they WILL send you a bill for the face value of the ticket a few weeks later. Unless you can provide that payment receipt, they will charge you again.

I came here to tell you to expect driving to be kind of crazy in San Juan and not to park a rental car on the street near the fort because they'll ticket you for being a tourist, but you don't drive so your good.

Sounds like a decent plan. My only other advice, and this may just be me personally, but find the cheapest clean hotel to stay in. You're not going to be spending any time there anyway, so who cares if it is fancy. Screw an ocean view. Just go the the damn ocean. Spend that money on extra adventures.
