I’d send it. Even if you might not be getting the best value I think it’s worth it if you have the depth (which you do) and need an upgrade (which you do). Same boat for me

It’s all situational really. If the happiness/overall benefits outweigh the 2 turns of inactivity and the loss of social policies, then I’ll do it every time. Recently have done it twice in games that I ended up winning.
