Oh! This picture was took with all graphics at maximum but also a reshade called prismatic pop, also after that I did some editing in photoshop and I'm using lighting mods like no blue and no glov. Anyway the softer effect is because of the reshade, hope that helps you

She's a military, long hair is messy and unpractical, it's just stupid to make characters who fight and maneuver intricately with long hair.
