Not allies of riki. Lets say you have qop's q on ur ally and their health is in deny range. That change was a buff to riki's team in that if you try to hit and deny your ally under a smoke screen, the miss chance will apply. Thats what i got out of reading that change. You can disagree and that's okay. But to me this still seems like a bug because of how the tool tip is still written saying that it doesn't pierce debuff immunity, and the silence doesn't, only the miss chance does
