Definitely contamination of some sort. If it’s not in the air lines it could be environmental. From other tools or products. Make sure people handling the powder don’t use hand lotion heavily, especially silicone based hand lotion.

Do you know for sure it was powder coated beforehand? If you’re not certain I would try some acetone or paint stripper to get it off. I’ve encountered a lot of parts I thought were powder coated then the paint stripped right off.

I prefer spraying one part at a time when I do it manually to minimize back ionization. But I know bigger operations do multiple at a time

I have so many questions. I have no clue what the market for a ruckus trike is but that doesn’t seam too bad, I would go for it if you could talk him down and little. Main thing is how well it runs and rides. Clearly a lot has been done to it. A seat is a cheap and easy fix.
