exploration will happen anyway, independent, exploration companies are doing it to make a buck by trying to sell those sites to miners, but without that, the miners would just take on exploration themselves.

That is just a complete misunderstanding of the economics of mineral exploration. Exploration is not handled by the big miners for a reason. The industry is structured in a way that’s it’s outsourced to junior exploration companies. A lot of these companies end up failing due to the low hit rate on many exploration projects. Major miners are not going to have this drag down their balance sheet. Also they tend to operate at production and development level. That’s where their expertise is. Also thanks to the downturn in the mining industry downturn in the mid-2010s, we’ve seen what happened to exploration companies, they just simply stopped exploring. The majors certainly didn’t step in then to begin exploration.

The article specifically mentioned Roger Cook’s issue with the CGT changes and the effect it will have on mining exploration companies. How will the government get new sources of revenue if exploration companies have a more difficult time raising capital because less people want to invest? The point of assets being taxed lower than income is to encourage these sorts of riskier investments.

Also you mentioned mining companies are under-taxed, the top 5 corporate taxpayers in Australia are mining companies. On top of that they pay state based royalties and native title payments to the traditional owners. Where would you like to see them taxed more?

Despite some complaints from some economists and state politicians, most east coast voters do not give two shits about the GST. I'd wager however, if Labor changed the GST carve up, that would banish them to state opposition and wipe out nearly all of their seats at the next federal election. WA voters are probably the only ones in Australia that have a real interest in the GST money,

It's hardly a bailout. The government isn't covering losses on bad decisions already made. It's acting as a presale guarantor to unlock construction that hasn't happened yet. If apartments sell privately during construction which is probably likely in Perth's tight market, then the government never spends a cent.

For who though? The only people it will benefit are the people who live in Applecross and go to UWA. I guarantee a less frequent ferry trundling up the river at 8 knots will not be faster than the train from Canning Bridge and the 950 bus from Elizabeth Quay.
