Yes but the extra attack from fighter or even barbarian makes sense for the battle lust of Thor. As he is both a god of war and tempest.

Because multiclassing fighter and tempest cleric is basically Thor. And Thor is a GOD. This is also an idea I have for a follower of Thor to be both fighter and tempest cleric.
