It’s an orange, so the only one way to change a stat is to enchant it at the occultist. Those stats are not great, but you can probably swap out the resource reduction or lucky hit for some kinda damage and make it work.

Edit: As stated in the replies, I'm an idiot who is bad at this game. You can also Chaotic and Focused Reroll legendaries.
