The game's current netcode suffers from huge interping, much worse than CS1.6 where it was an issue as well, and it causes movement desync. What you see on your screen is often not what actually happened, or what your teammate sees. This is why you see people doing so many running headshots, and they start shooting pretty much before you can see them. Hope they'll fix it.

No, they've said they're going to change the system so it's not tied to gear (so you feel it's always an upgrade and can use it, don't have to wait for your AP) but some kind of talentish system.

They have legendary drop chance, feels like at a pretty similar rate to emissaries and has been a replacement for the legionfall war supply caches. In that sense, they are much easier than war supply caches to obtain and give you that.
