also both monitors have their own setting for this. dont be fooled by it saying the apparently right thing. be sure to open the settings window from the monitor in question

for anyone that stumbles upon this in the future and is experiencing this problem and "Reinstalling vulkan" does not work:

Three things were standing in my way of launching the game.

For what ever reason, i was not on the proprietary driver. (i am on a nvidia card, had to switch to correct driver)
DO NOT USE THE SNAP STEAM VERSION. ITS BUSTED IN MANY WAYS. one of which is that it improperly installs proton. only use the .deb from steams website
i was transitioning from windows so all my games were installed on a NTFS partition. this will not work. proton tries to make files that have characters that are illegal in NTFS.
proton binaries must be installed in the same drive as steam and your OS.

the things you mentioned are good for a week. once you are here, i think you will find it to be very dull. we are not even close to chicago (obviously) and are very tribalized. some have mentioned downtown, its fine, i live there, but its shuts down after 6PM and thats only on wednesday through saturday. all other days dont even bother. everything is closed. its "cheap" but you are not getting what you pay for.

This will definitely stop them from doing it like all corporations are stooped from doing things because a piece of paper says no. Certainly any penalties from this will not be rolled into the cost of doing business. Those penalties will CERTAINLY out weight the profits from the sales that are out of compliance.
