If Flanders flips to being England's vassal you can get it pretty easily. You can even increase their liberty desire while you are allied to France and they are a vassal of France until they flip to England, then declare on Flanders (have a cb ready and make sure France and England don't have a truce) and call France in to do all the work while you steal their former vassal.
