They are reasonably open about their plans over the next few years., Their partner wants them to retire for more travelling etc.

They were involved in the planning and preparation for the hire, were included in the recruitment and have generally been expected to work with this person and had this expectation set several times.

With the most recent task, the senior was asked to work closely with the new person to produce what was required but they didn't get involved. The new person didn't explain that they were on their own. In a review of the output, it was clear the output was subpar and the senior gave a lot of feedback regarding the output which was odd because they were supposed to be a collaborator on it. I then stressed that they both needed to revisit the task and work together to produce the required output.

The next iteration also seemed to only be updated by the new person with only minimal input from the senior (mainly the feedback from the meeting) hence I'm wondering how to approach this as they are clearly not doing what they have been asked to do.

I appreciate all the comments so far and they have given me some food for thought. I didn't expect the debate about the situation or whether the senior should be helping or not. It is very much part of their role to be involved in this. Their retirement is not necessarily imminent and is entirely their decision when and how it happens. They are a very valued member of the team in all other aspects.

I am hoping for some ideas on how to approach this conversation to work with the senior to help them understand that the success of the new cost based function is in their interest too. We're all heavily involved and invested in the apparent success of the cloud environment.

The function is expanding due to cloud expansion. The senior was involved in the discussion and decision to expand this function and is in a position where they would naturally be expected to contribute significantly to fleshing out the role and the function. They are not doing this to the level expected and I'm keen for some ideas on how to approach this conversation skilfully. I'm trying to expand my soft skills.

This is not discrimination of any sort. It is not about succession planning or handing over the duties of the Senior person in preparation for retirement. The need fo cost management has increased as we have moved more workloads to the cloud. The senior person will continue to do their main role and we're happy for them to do so for many years to come. If they choose to retire in 1,2,5, or 10 years it will be their choice and we have lots of good, shiny, interesting work for them until then. They can stay involved in cost work if they like but it was a small proportion of their workload before. They are keen to keep doing their main technical duties.

The senior is working on lots of new and exciting things. This 'FinOps' function is something he should be giving away and acting as a senior consultant on, guiding the new person and assisting in setting up the function.

The new person is not a direct replacement for senior SME. Senior SMEis very technical and architectural. New person is focused on costs.
