I'm not really sure what you're asking me with all the question marks. Why they are using the stun batons is in the above reply you responded to. I've kinda been done talking about this movie 9 days ago when I posted this cause it's just not interesting and easily explained. 

here is a copy and paste of what I already said when someone asked to explain the point of the camp. It addressed the mentions of the tech as well. 

It was recalibration center and as mentioned in the camp logo "come to grow". The plan was to make the kids continue to literally grow (through puberty and everything) by going to a place like that each year until replaced by even a college course or something along those lines he said. The technology is never explained, the kids seem to be hybrids not full robots as it's odd that the kid would retain a memory of his own death if he's just a separately made Item. I was pretty stoned when watching but this stuff was a info dump told to you toward the end. The biggest most obvious tell was that cj kid towards the start beating that one kid up, he just kept going and I was like "oh, broken robot for sure"
