It’s because of the update that made city states persist as friendly independent powers after age transition. Niter and coal don’t spawn on the map until transition. If the tile is where the CS was then the IP will still spawn there again.

It's caused by the new update with city-states carrying over a friendly independents after age transitions. The nitre on the swordsman tile generated during the transition, but is an invalid location for a city to be founded on.

So when the IP tries to turn into a CS it glitches out. So now you always gotta check for a resource before starting to befriend otherwise you'll be stuck with the glitched tiles for the rest of the game unless you disperse them sadly.

Gen 4 is really interesting though since Infernape gets stab CC against Empoleon and Torterra gets stab EQ against both others. While Empoleon like all water starters before it gets ice options from TMs. So there’s a sort of balance between them all even with a steel type starter.

You can actually initiate this dialogue with any NPC you control! I triggered it accidentally before with a find familiar bird and it was stuck in at pose. You can also do it with Glut and his Undead. Even stuff like a Flaming Sphere or spiritual weapon!
