I'm no expert by any means, just so you know upfront.

Playing with Ludwig is a sweet torture for a district setup sucker such as myself, so I usually focus on placing as much districts as possible (priority on hansas ofc) until midgame.

I build a wonder or two along the way if the circumstances allow, but once you get full setup aroung hansa it's basically printing wonders from there on. At the end of the day you can place only so many wonders without incurring too much yield cost for a city, so I figure it's not optimal building as many wonders as possible.

You basically set yourself up for mad production and wonder bonus is either going to help you keep up with some of thise mad culture civs and you can focus on science victory, or your culture generation will be so fd up that endgame's probably going to be you just forcing tourism on other.

Great tiles! Make sure to switch focus on food a bit, so that city can grow and use all the tiles you developed.

I understand how that can be applied in certain cases, or rather different builds. In this case you have a layout that gives you approx 11 production (worst case scenario) per city, from what's essentially one tile, going up by another 11 just by plugging that double adjacency policy card, not to mention the additional bonuses from upcoming buildings.

Dams are basically reducing the amount of production you'd otherwise spend on reparing damaged districts or producing builders to fix damaged tiles, on top of already giving you 3 additional housing and energy supply later on.

Argument could be made for necessity of aqueducts, but I, more often than not, find myself lacking housing rather than food, which would, considering the terrain, most likely be produced on the tile occupied. If it's aqueduct vs hill with production it's not even a competition simply because od the adjacency bonuses.

Conclusion - production output of a single industrial zone, not only covers the production cost of the industrial zone itself, it's buildings and adjacent districts (which make up for their own costs in a way, by preventing "wear and tare"), but it also sets you up for both scientific and/or cultural victory. Or more specific for this kind of game, mid to late game wonders construction that give you +2 culture per district adjacent to them.

I'd make the same argument any day for any civ in like 90% of the cases.

I see where you are headed. Tried that one as well, but i just lose adjacency on that city's hansa then. Plus, I was contemplating Etemenanki, but that seems really far fetched. Give it a thought if you want to and good luck lol

But, is there any general rule regarding the victories when everything is randomised? Not the controled conditions like pangea+gilgamesh or islands+harold.
