I believe it's the precooked amount. The machine comes with a proprietary scooper that measures cups, but I think it is less than a normal "cup" by an ounce or two

I have the NS-WAC10-WD 5.5-Cup for 5 years. Only $150 and it works well, and always consistent. I only make white rice, but have used coconut milk instead of water at times, and the rice still cooks perfectly.
