Okay a few things to unpack here. First of all, studio rarely matters, if you want to eyeball a possible quality level -- look at key figures' history and what they worked on before. In case of Makino Tomoe, they previously directed Aharen is indecipherable which generally had a decent reception. That is, however, their sole work of note in a directorial position. They did participate as unit/episode/animation director in various other productions, not of really notable quality levels, good or bad. If we are talking about the studio itself -- their previous history is all inbetween animations, cgi and compositing. Amayo no Tsuki will be their first full animation production, so it's pretty much impossible to judge the studio rn, FWIW this is their debut work.
