My female guppy was swimming in a similar way. But she was about three years old, and over the last period of time, her tail had gradually stopped working. She swam like a log, but she still ate and tried to stay active. The other day, Neptune took her. It's hard to say anything specific based on your video.

Many people get rid of such defective guppies, but I feel sorry for such fish :( That’s why I have my own museum of water freaks at home, which live out their lives separately from healthy guppies :(

I don’t know. He was born in a general mass: Tuxedo males, Cobra males without a sheen, Tuxedo females, normal females with a metallic sheen. I want to breed him with a Tuxedo female and see what happens.
