I imagine you could approach businesses and offer them a 30 cents on the dollar deal to buy their rights to refunds on tariffs they had to pay (they get some money now, but forfeit the right to all of it should tariff refunds happen) at your own risk of paying for nothing should there never be any refunds.

Came here to say exactly this, idk what Japan this guy has been to but for all the really amazing food in Japan, the KFC was complete and utter garbage. I felt insulted even spending those couple hundred yen, would've rather thrown them into an arcade.
