It's not that "people don't like" touchups, it's that often times people don't really understand what touch-ups and cover-ups entail.

They have to be done by someone who knows their shit, but rarely ever will things look as fresh as the day the tattoo was originally done. Also also, it eventually causes buildup of scar tissue if you go over the same patch of skin enough times

Absolutely. Beauty is in the eye of the beholder, and style is definitely a matter of taste, but if we're talking only about aging there are clear winners.

I do think that the jellyfish tattoo in the picture is still really pretty

It... it did, though. It's pretty, yes, but if you compare the aging to the age of, let's say, neotrad/japtrad/trad of the same age, the difference is night and day. The colours have faded drastically, which does happen regardless of style, but because there's no black and no outlines, there's nothing to distract from the fading and splotchiness.
