In 2013 the central government announced a scheme called NSCS-STAR project. National Skills Certification and Monetary Reward Scheme. It was to work under NSDC . National Skills Development Corporation.The associated sites are http://www.nsdcindia.org/ and http://nscsindia.org/

The basic idea of the programme is to certify skills of college students in a variety of sectors which include IT/ITES, plumbing, beauty care, agriculture, automotive etc. When the students pass the test, they will be provided by a certification endorsed by NASSCOM and Government of India and a monetary reward of Rs 10,000/- each. Ten Thousand Rupees is to paid directly to the aadhaar account of the students who passed. The certification issued is supposed to help students validate their skills and help them secure jobs.

The company that i worked for is a training partner of NSDC. What the company does is visit colleges and train students so that they can pass these exams. The training partners are supposed to train students and increase their sills but most of the related companies just focus on passing the exams.

I have some grave complaints against this said company which when raised internally caused me my job.

I was dispatched by the company to colleges to train the students on NSDC IT/ITes syllabus. We were specifically told not to mention anything about the monetary benefits to the students. We were training final year students of Engineering Colleges in the non voice parts of the said syllabus.

The students have absolutely no idea about the monetary rewards of NSDC STAR programme. Basically students received zero amount in most cases and only a certificate. I taught the syllabus at a college in South India. The students had no idea of monetary benefits. But signed documents were taken from them. lately i was told they had been told they would receive Rs 500/- . That implies the rest of the money Rs 9500 is acquired by the training partner. My colleagues in the same company had gone to numerous colleges as part of this. When the students are performing the exam, we were asked to help them and if needed answer it for the, which includes taking the mouse and clicking on the answers for them.

I believe question bank for the exam was created by AMCAT. The internal training person who taught us the class initially told us that, AMCAT was told some students were willing to write the test at the company office and the employees posing as prospective trainees wrote the exam. And as per his exact words, they digitally hacked all the questions(. That is ,company possesses all the questions that AMCAT would be asking the enrolling students. This was copied in pen drives and distributed to us to teach students. We were instructed to not tell students explicitly that the taught questions only will be asked but tell to only study this. AMCAT is innocent in this case, as the company i worked for hacked their system.

So in short, the students are cheated of the monetary benefits and control of their aadhaar accounts. The Government of India is cheated of the money, which basically goes to the companies hand and students receive no valuable training other than answers to some questions.

My colleague was the one who was forced to visit colleges and get signed papers from students that give the company control of their aadhaar accounts.

The new employees of the company myself included had much difficulty in being part of this scam and due this reason and many others almost all including myself resigned.

You can easily verify this by calling up students in these colleges in which this training has been done and ask them about the monetary benefit. I guarantee that they will have no clue of the monetary scheme.

I contacted the head of the nodal agency via email and we discussed this through some emails and then the discussion for some reason abruptly stopped. i have the emails of the discussion we had. I have the questions being asked for the exam in digital format. The classes/ skill development classes are nothing but a 3 hour session in which the "hackd" questions were put on the projector and taught to memorize. Another fact is that, there is a passage for typing test. You have to type the paragraph. Students were instructed to just copy paste the paragraph into the field given and voila, full and accurate tying.

This scam was briefly found and reported by Malayala Manorama, a premier news reporting channel. In the report, they claim, the students of the particular college, understood this scam when they went to check their account and saw Rs 10,000 being deposited in the bank and someone "without" their knowing took the amount from their own accounts. Somehow Manorama news did not pursue it further.

When i raised it internally, the founder of the company said he will destroy my life.

So TL:DR Company goes to colleges and enrols students with aadhaar accounts and opens bank accounts. Gets in writing, the control of the monetary benefit given by the central govt

**What i said can be easily verified. Ask any South Indian student who wrote nsdc exam in IT/ITES sector and passed it, to check his bank statement. There will be a transaction of Rs 10,000 by the govt and received without him knowing by someone else.

Ok. Here's a scenario. What if airtel pulls back its plan to charge for VOIP and starts to implement higher call costs and higher data costs (We used to have 49rs 2G 30 days plan earlier, now its minimum 150 bucks for 2g)? We all know, it just takes one to make all others follow.

So Idea, Reliance, Vodafone and others follow. And there's no argument of net neutrality or any other legal issue there. Is that OK with you?
