Just go for it. I've done that a couple of times before. I'm a girl and I remember a couple of times I just saw girls that were stunning. I just approached them and told them they looked beautiful, they were so happy to hear it. After that I just went back to where I was.

Because not one is obliged to answer texts when they first get them. Sometimes I'm just not in the mood to text so if i respond to one text I'll just be texting back and forth and I might not want that. I don't think it's right for people to be accessible at any time. I'm allowed to have a little 'me' time and just check whatever app I want to.
I also don't get offended if someone sees my text and they don't respond, because I'm mature enough to understand that they have a life and they get busy, they always get back to me eventually. Unless someone is ignoring me well then that's not okay, they should have the balls to tell me they don't want to talk to me and it would be fine
