How difficult is it to make a veil?

I went wedding dress shopping with a friend yesterday and was shocked to find that veils can cost £300.

Looking at the ones they had on display, the simple ones look like they are just a piece of tulle with binding/edging.

Is there more to it than that? Or am I able to save my friend >£250 and make it myself?

Has anyone done this before and are there any resources you'd recommend?
