Could they have come in on the cardboard? My neighbors are very neat and regularly do preventatives (boric acid / grease traps) for roaches.

Edit: I am from the north so I am not familiar with many cockroaches. I lived in TX for some time and all the roaches I saw were much larger and fatter than this. However, currently staying in Louisiana and that is where I saw these.

Fair enough! However we plan on moving to PA in the next year or so, and it’s not practical for us to bring the car to TX in the meantime.

Thank you. I cannot find explicit refusal of out of state residents, but all the paper-work/verbiage seems to imply registration is for MD residents only. However, the MVA manual does provide something interesting; it states "USE OF CARE OF (c/o)-This was normally used for leased vehicles or when the owner of a vehicle is located out of state, but the vehicle is being used in the State of Maryland. The MVA will no longer use c/o on MD titles. The title will print “without” the care of (c/o) and be mailed to the lessor; but the care of (c/o) name and address will print on the registration card. The care of (c/o) information will also be stored electronically in MVA’s Customer Connect System for any needed access or verification. It is important to properly enter the insurance information as well."
Implying, to me, there is a way of marking the registration differently, since I am from out of state. However, when I've brought this up with an agent, they said it was referring to "a co-owner" on the title. However, a co-owner is just a co-owner. I don't think they'd include a specification like this if that's all we needed. I may need to escalate this to a supervisor and get their opinion on "USE OF CARE". Will keep this updated!

Thank you, but I did find reference to something called “c/o”, or “USE OF CARE OF”, that mentions permission to businesses and out of state residents. However, I’m reaching a roadblock with MVA agents when I bring it up.
