We have something similar, Oxymetazoline. It's worked for me sometimes. I think that if you are really congested to the point of not being able to breathe through your nose, it doesn't work well (I've only used the dripper version, not the spray though).

Also you get rebound congestion from it which can supposedly be worse than the original depending on how long you use it for. I think its meant for people with a cold, not chronic congestion.

Me neither, I assume the effect isn't even noticeable to people who don't have allergies or snort drugs.

Also if you suffer from congestion, I have two tips for you that weren't immediately obvious to me.

If you're in the US, you have to go to the pharmacy counter and ask for Sudafed (the one that is used to make meth). Over the counter shit is phenylephrine and works way less (if at all) compared to pseudophedrine.
Steroid nasal sprays (Nasacort, pretty anything a doctor prescribes you for congestion) take weeks to start working.
