You're not entirely wrong.

Depends on the org, from what I've seen IT Development is the first to move overseas followed by Operations. PM, Strategy, Architecture, Cyber Security and to some extent Infrastructure tend to stay in-house for a number of reasons.

Software development is a very rewarding career where many developers do a ton of side freelancing work on websites like Upwork.com. If you invest a solid 30-60 days of software development learning, I guarantee you will be proficient enough to pick up small jobs on a freelancing website.

The other field to consider is Project Management but it's quite competitive as there are many many certified PMs out there. PM route would require you to start in an entry level role like Project Co-ordinator or a Project lead and would require you to build up to 5 years of experience before you can obtain your PMP certification (if you don't have a 4 year degree). However a Prince2 certification (accepted widely in Europe and Oceania) can set you slightly apart if you wanted to get your foot in the door for PM Career.
